Control is not a fourth stage. Security, governance, observability and evaluation are cross-cutting concerns: a policy is set at build time, an eval harness watches at runtime, and governance touches deployment.
So each concern’s canonical page lives under the stage that actually governs it, and this hub links out to them, grouped by the stage they govern, rather than holding a second copy. Concerns with no single home stay here.
